| biography:
| Liberal statesman and philosophical writer, born in Liverpool, Merseyside, NW England, UK. He studied at Oxford, and was a social worker before he entered parliament in 1902. He held various offices, including that of Chancellor of the Duchy of Lancaster (1909), postmaster-general (1910, 1915), and home secretary (1916, 1931–2). He was also high commissioner for Palestine (1920–5). His philosophical works include Practical Ethics (1935), Belief and Action (1937), and In Search of Reality (1957). |
