| Dutch politician, prime minister (1894–7), and lawyer, born in Haarlem, W Netherlands. In 1872 he became Recorder of the Provincial States of South-Holland, entered parliament (liberal) in 1877, became chairman in 1905, and was a member of the Upper House (1898–1901). As prime minister and minister of foreign affairs, he saw through important legislation on suffrage, labour and public security, and revisions of legislation on finance, wealth tax, and the Nuisance Act. |
