| biography:
| Dutch politician and lawyer with a special interest in education, born in Groningen, N Netherlands. He was appointed a judge in Appingedam (1862) and 's-Hertogenbosch (1866), where he was also on the Municipal Council from 1872. In 1884 he switched to an academic career as professor of constitutional law and criminal law at the Free University of Amsterdam until 1894, when he resigned rather than lecture on strict Calvinist lines. In 1879–94 he was in parliament (Anti-Revolutionaire Partij), when he moved to the liberal anti-revolutionaries, later part of the Christelijk-Historische Unie, which he led until 1921. In 1890–1 he was minister of internal affairs, and 1892–4 member of the Upper House. He was a supporter of Groen van Prinsterer and disagreed with Kuyper. In the School Funding Controversy (Schoolstrijd) he was on the ‘pacification committee’ appointed to sort out primary education, and influenced the principles adopted in the new Primary Education Act. He was also chief editor of De Nederlander (1894–1921). |
