| biography:
| Dutch liberal politician, born in Amsterdam, The Netherlands. He studied law at Utrecht, became King's Commissioner in Zeeland (1879–84), foreign minister (1885–8), member of parliament (1891–13), and minister of state (1909). He was a convinced liberal, and in 1892 opposed Pierson's proposed income tax. In 1899 he was appointed vice-chairman of the first The Hague Peace Conference, and in 1904 chairman of the Carnegie foundation in The Hague. He officially opened the Peace Palace in 1913. |
