| biography:
| English clergyman and statesman. He was a lowly-born favourite of Richard I, who in 1189–90 made him chancellor, Bishop of Ely, and joint justiciar of England. In 1191 he was made papal legate, but because of his arrogance he had to withdraw to Normandy. He regained Richard's favour by arranging a ransom to free him from Germany, and was retained as chancellor. |
