| biography:
| US naval officer, born in Port Hope, Ontario, SE Canada. He trained at the US Naval Academy, served in China during international action against the Boxer rebellion (1900), and was a naval attaché in Paris and St Petersburg. In World War 1 he was president of the US Naval War College (1914–17), and made a distinguished contribution to Anglo-American action against the U-boat campaign as commander of US Naval Forces in Europe, devising a convoy system to protect merchant shipping. |
