| American soldier and governor, born in Charleston, South Carolina, USA. He directed military strategy in South Carolina during the American Revolution, defending Charleston in 1776. Becoming a brigadier-general, he defeated the British at Beaufort (1779), and was then taken prisoner-of-war after the fall of Charleston (1780). As South Carolina's governor (1785–7, 1792–4), he reorganized the militia, re-established state credit, and improved the waterways. |
