| Catholic priest and sociologist, born in Lawler, Iowa, USA. Ordained in 1892, he earned a doctorate from Louvain and taught at Catholic University (1906–17). As an official of the National Catholic Welfare Conference, he promoted ‘scientific charity’, or professionalism in the church's administration of social programmes. He became a monsignor in 1934. |
