| Politician and reformer, born in Liverpool, Merseyside, NW England, UK. He studied at Oxford. As an MP (1828–68) he played a leading part in humanitarian reforms, including the abolition of capital punishment for minor offences and of hanging the corpses of executed criminals in chains. He carried a free libraries bill in 1850. |
