| Dutch politician, born in Venlo, SE Netherlands. He studied law and theology at Utrecht, was ordained in 1887, then taught in a seminary until 1909. He served as an MP from 1896 until his death, and from 1903 was leader of the Catholic Party (Rooms-Katholieke Staatspartij). He was the first special professor of labour law in Amsterdam (1909–25) and in 1916 special envoy to the Vatican. Very influential in labour legislation, he opposed any co-operation with the socialists, and was instrumental in setting up the Dutch State Mines and in organizing the miners. In 1920 he was appointed vice-chairman of the High Council of Labour and attended several international Labour conferences. He was appointed minister of state in 1923. |
