| Dutch politician, lawyer, and historian, born in Leusden, C Netherlands. Engaged in historical research (1873–7), he became a Liberal MP in 1877 and served as foreign minister (1897–1901) during the Boer War and the first Hague Peace Conference. He also took an active part in the second Hague Peace Conference. He opposed Abraham Kuyper, supporting universal suffrage and the settlement of the school funding controversy (schoolstrijd). In addition, he was editor of De Gids (1876–1894). |
