| German general and politician, born in Ludwigsburg, SW Germany. Head of the railways division of the General Staff (1912–16) he became head of the War Office (1916–17). Succeeding Ludendorff as First Generalquartiermeister of Army Supreme Command (1918–19), he actively supported the Treaty of Versailles and worked closely with Ebert in fighting off ‘Sovietization’. He was transport minister (1920–3), minister for the armed forces (1928), and minister for home affairs (1931). He was a strong supporter of Brüning and opposed national socialism in banning the SA and the SS in 1932, but resigned as minister that year. |
