| German politician and lawyer, born in Mainz, WC Germany. He became professor at Rostock (1930) and Frankfurt-am-Main (1941). A member of the Christlich-Demokratische Union (CDU) he became state secretary Bundeskanzleramt (1950), member of the foreign office (1951), president of the European Commission (1958–67), president of the European Movement (1968–74), and member of the Bundestag (1969–72). He formulated the Hallstein doctrine. |
