| Lawyer, politician and postmaster general, born in Massillon, Ohio, USA. Active in Republican politics, he campaigned for Theodore Roosevelt and William Howard Taft, served the administration of Warren G Harding as chairman of the Joint Congressional Reorganization Committee (1921–4), and was postmaster general under Herbert Hoover (1929–33). He expanded airmail service and tried unsuccessfully to expand passenger air service using airmail contracts as inducements. |
