| Lawyer, born in Llanychan, Denbighshire, NC Wales, UK. He was director-general of the ministry of information (1941–5), became a Lord of Appeal in Ordinary (1949) and a life peer, and in 1962 was created viscount. He was chairman of many commissions and committees, notably those on taxation of profits and income, and on the frontier between India and Pakistan. In 1956, as constitutional commissioner for Cyprus, he drew up a constitution for the future of the island. |
