| Engineer and astronomer, born in Ireland. He went to the USA in 1784, was one of the surveyors of Washington, DC (1794–5), and explored the Arkansas and Red Rivers (1806). As surveyor of the public lands of the American South (1811–21), he opposed land speculation. |
