| biography:
| Dutch lawyer and politician, born in Amsterdam, The Netherlands. The son of J A Heemskerk, he became a doctor of law and advocate. He entered parliament as an anti-revolutionary in 1888 and led the party in 1903–8. Alderman of Amsterdam (1901–8), he supported Kuyper against De Savornin Lohman. From 1897 he sat on the committee codifying international private law. He served as minister of internal affairs (1908–13) and minister of justice (1918–25), introducing several innovations, particularly to the prison service. |
