| Dutch liberal politician and lawyer, born in Harderwijk, C Netherlands. In 1899, as vice-president of the Council of The Netherlands East Indies, he instituted decentralization and local councils there. In The Netherlands he was prime minister and minister of finance (1905–8), and became a member of the Council of State in 1917. |
