| Diplomat and consultant, born in Elkhorn, Montana, USA. He studied mining engineering at Yale and directed projects in Latin America. In 1933 he entered the diplomatic service and became known as a crusader for democracy, especially while he was ambassador to Argentina (1945) and assistant secretary of state for Latin-American affairs (1946–7). He became a consultant to US companies dealing with Latin-American countries. |
