biography: Civil engineer, born in Dilham, Norfolk, E England, UK. Inventor of the patent windmill sails (1807) and the prison treadwheel (1818), he was a millwright until 1812, then engineer to Ransome and Son, Ipswich, until 1821. He moved to London in 1826. His constructions include the Bute Docks at Cardiff, the Severn Navigation, and the main lines of the South Eastern Railway and the Great Northern Railway. He was knighted for his work relating to the Crystal Palace.
