| biography:
| Guyanese lawyer and diplomat, born in Guyana. He studied law at King's College, London, and was called to the bar in 1951. He returned to the West Indies, and from 1952 held increasingly responsible posts in Guyana and the West Indies before becoming Guyana's foreign minister and attorney general in 1972, and justice minister in 1973. He later became secretary-general of the Commonwealth (1975–89), and co-chairman of the Commission on Global Governance from 1992. He was knighted in 1970. |
