| British educationist. He studied at Cambridge, became a teacher, and rose to be head of Bowerham School, Lancashire (1898–1902). He became secretary for education at St Helen's (1905–14), and director of education at Newcastle upon Tyne (1914–19) and Sheffield (1919–32). As secretary of the Association of Education Committees (1933–44), he played a prominent part in the development of English education in the first half of the 20th-c. |
