| Pioneer of secondary education, born in Barnsley, South Yorkshire, N England, UK. He studied at Oxford, and was secretary of the Oxford University Extension (1885–95) and steward of Christ Church, Oxford (1886–95). In 1895 he joined the government Education Department as Director of Special Inquiries and Reports, forming a powerful research bureau that was internationally known. He became Vice-Chancellor of the University of Leeds (1911–17, 1919–23), and transformed the university from a little-known college to a major institution. He also served as Master of University College, Oxford (1923–34). He was knighted in 1919. |
