| biography:
| Prison reformer, born in Finchingfield, Essex, SE England, UK. A civil servant, he was appointed chairman of the Prison Commission (1895–1921). He visited the USA (1897) to study the reformatory system, and on his return brought together a group of young prisoners at Borstal, Kent, where he implemented ‘Borstal detention’ for young offenders. In 1908, an act was passed allowing magistrates to prescribe such detention. He was knighted in 1902. |
