| biography:
| Radical politician, born in London, UK. He studied at Cambridge, and was called to the bar. He was returned to parliament for Chelsea in 1868, held office as under-secretary for foreign affairs, and was president of the local government board under Gladstone. In 1885 he married Emilia Frances Pattison (née Strong), but his connection with a Mrs Crawford, and a divorce case, led to defeat in 1886 and temporary retirement. He returned to public life in 1892 as MP for the Forest of Dean. |
