| biography:
| Lawyer, born at Horsham Park, West Sussex, S England, UK. He studied at Cambridge, became legal adviser to the Foreign Office (1918–29), worked on the Paris Peace Treaties of 1919, and proposed the Permanent Court of International Justice. He was a judge of this court (1929–46), serving as president (1934–6), and in this capacity greatly strengthened the court's prestige and authority. He was president of the Institute of International Law, and a founder of the British Yearbook of International Law in 1922. |
