| biography:
| Dutch statesman, born in Dordrecht, W Netherlands. He tried to reform the Constitution of the Republic of The Netherlands to give more power to the centre through the Council of State, of which he was secretary; his ideas were later taken over by the Patriots. In 1731 he negotiated the inclusion of the Republic in the Treaty of Vienna between England and Austria, recognizing the Pragmatic Sanction, and kept the Republic out of the War of the Polish Succession in the 1730s. |
