| biography:
| US governor, born in Chicago, Illinois, USA. A Utah lawyer, he worked for the Union Pacific Railroad (1958–76), becoming solicitor general in 1972. As Democratic governor of Utah (1977–85), he led a coalition of Western governors who demanded involvement in federal planning for land use, particularly water conservation, energy development, and missile placement. He later returned to practising law. |
