| US governor and lawyer, born near Merryville, Louisiana, USA. A World War 1 veteran, he practised law in Beauregard Parish, LA, serving as district attorney (1925–34). As Louisiana's governor (Democrat, 1940–4), he cleaned up Huey Long's excesses, and instituted a civil service system that resulted in a 15 million dollar surplus. He returned to his law practice, serving on Louisiana's first bi-racial commission in 1965. |
