| biography:
| Politician and public official, born in Aibonito, Puerto Rico, USA. He studied in the USA at the University of Georgetown (BA) and Harvard (MA), and then at Oxford (PhD). An accomplished orator, he became leader of the Puerto Rican Independence Party (1970) and a member of the Puerto Rican Senate (1972–3). In 1971 he was jailed for three months for a sit-in on the island of Culebra protesting the US military presence there. In 2000 he was arrested for trespassing on the US Navy firing range on the island of Vieques but released after a few hours. |
