| biography:
| Slavic specialist, politician, and writer, born in Boston, Massachusetts, USA. He joined the staff at the University of Vermont (1964), directed the Center for Area Studies (1962–5), chaired the history department (1964–9), and was director of an experimental programme of the College of Arts and Sciences (1969–71). A Vermont state senator (1973–82), he focused his concerns on health care and served on the Democratic National Platform Committee (1980). He wrote many books and articles on Eastern Europe. |
