| Lawyer and government official, born in Lockhart, Texas, USA. After working for the Federal Bureau of Investigation (1941–5), he formed a profitable Dallas law firm. He served as Democratic Party chairman (1972–7), then was President Carter's Middle Eastern envoy (1979) and campaign manager (1980).
