| Economist and public official, born in Sinclairville, New York, USA. An economics professor at Columbia University when recruited to join Franklin Roosevelt's ‘Brain Trust’ in 1932, he became head of the Resettlement Administration in 1935. He pushed through an ambitious programme to resettle rural poor in new greenbelt towns before resigning (1936). He was governor of Puerto Rico (1941–6) and taught economics at the University of Chicago (1946–57). |
