| Diplomat, born in Martinsburg, West Virginia, USA. Following consular appointments in the Middle East, he became ambassador to Saudi Arabia (1950), Lebanon (1953), Egypt (1956–60), and Turkey (1961–5). He was director-general of the Foreign Service (1954–6) and assistant secretary of state (1965–6). In 1966–9 he was president of the Middle East Institute in Washington, DC. |
