| biography:
| Dutch independent liberal politician, prime minister (1913–18), and lawyer, born in The Hague, W Netherlands. After a career as a lawyer and academic, he entered politics and became minister of justice (1897), minister of internal affairs (1913), and prime minister. His main interest was in social legislation. During World War 1 he brought left and right sufficiently together to get a revised Constitution in 1917, making universal suffrage possible, and putting state and private (confessional) education on an equal financial footing. |
