| Engineer, born in Paris, France. The chief organizer of the Panama Canal project, he was instrumental in getting the waterway routed through Panama instead of Nicaragua. He was made Panamanian minister to the USA and negotiated the Hay–Bunau-Varilla Treaty (1903), giving the USA control of the Canal Zone. |
