| biography:
| Dutch liberal politician, born in Amsterdam, The Netherlands. He held no extreme political views, but was a financial expert, and was appointed minister of finance (1848–53) and three times afterwards. He also served as minister of the colonies (1877–9). In 1850 he reformed import and export duties and introduced free trade, and in 1865 advised Emperor Frans Joseph on a rationalization of the Austrian finances. Other measures include a reorganization of the postal service (1869) and the Mint. |
