| German politician, born in Königsberg, Prussia (now Kaliningrad, Russia). A member of the Sozialdemokratische Partei Deutschlands Vorstand from 1911, he became member of the Prussian House of Deputies (1913) and the Weimar Nationalversammlung (1919–20). He was a member of the Reichstag and held the office of Prussian prime minister (1920–33, except 1921 and 1925), when he was known as the Red Tsar of Prussia. After defeat at the polls and the Reichsregierungsputsch of von Papen in 1932, which paved the way for Hitler's rise to power, he emigrated to Switzerland in 1933. |
