| Admiral of the Japanese navy, born in Kochi, S Japan. He studied law at Harvard, and served as naval attaché in Washington (1920–3). Promoted rear-admiral in 1928, he was superintendent of the Naval Academy (1928–9). As head of the Japanese delegation to the 2nd London Naval Conference (1935–6), he advocated the expansion of Japanese naval power. He was navy minister (1936–7), commander-in-chief of the combined fleet (1937), and as chief of naval general staff (1941–4) he planned and ordered the attack on Pearl Harbor in December 1941. He died while on trial for war crimes. |
