| Criminologist and educator, born in Veblen, South Dakota, USA. Police chief of Fullerton, CA (1925–56) and Wichita, KS (1928–39), and superintendent of police in Chicago (1960–7), he became president of the Society for the Advancement of Criminology (1945–9). He taught at the University of California, Berkeley (1939–60), where he was dean of the school of criminology (1950–60). His many books include Police Records (1942) and Police Administration (1950), and he was editor of Parker on Police (1956). |
