| biography:
| Soviet statesman and prime minister (1980–5), born in Kharkov, E Ukraine. He worked for two decades in the ferrous metallurgy industry, before being appointed deputy minister for the iron and steel industry (1955–7), deputy chairman of Gosplan (1963–5), and deputy chairman of the Council of Ministers (1965–80). He was inducted into the Politburo as a full member by Brezhnev in 1979, and appointed premier in 1980. His period as state premier was characterized by progressive economic stagnation. |
