| British politician, born in Tredegar, Blaenau Gwent, SE Wales, UK. He studied at Cardiff, became a Labour MP in 1970, joined the Labour Party's National Executive Committee (1978), and was chief Opposition spokesman on education (1979–83). A skilful orator, he was elected party leader following Michael Foot in 1983, and resigned as Leader of the Opposition after the 1992 general election. He became a European Commissioner (with responsibility for transport) in 1994. Following the mass resignation of the Commission in 1999, he was appointed vice-president for administrative reform under the new president, Romano Prodi. |
