| biography:
| Mechanical engineer, born in Carlisle, Pennsylvania, USA. He studied at Lehigh University (1895), then worked as a machinist in Philadelphia. He developed an interest in scientific management, and became director of the Department of Public Works of Philadelphia (1911–16). His pamphlet ‘Snapping Cords’, helped force a reduction in electricity rates charged by Philadelphia Electric to rural users, seen as a landmark in the movement for cheap power. He became chairman of the Mississippi Valley Committee in 1932, administered the Rural Electrification Administration (1935–7), and was made chairman of the Water Resources Policy Commission in 1950. |
