| Jurist, philosopher, and statesman, born in Edinburgh, EC Scotland, UK. He studied at Edinburgh and Göttingen, was called to the bar in 1879, entered parliament in 1885 as a Liberal, and supported the Boer War. He is best known for his period as secretary of state for war (1905–12), when he remodelled the army and founded the Territorials. He was Lord Chancellor (1912–15 and, under Labour, in 1924), and ranked high as a judge. |
