| First Philippine president (1935–44), born in Baler, Philippines. He studied at Manila, and went to Washington as one of the resident Philippine commissioners (1909). President of the Philippine Senate (1916–35), he was elected the first president of the Philippine Commonwealth, establishing a highly centralized government. He displayed great courage during the Japanese onslaught on General MacArthur's defences in 1941, refusing to evacuate to the USA until appealed to by President Roosevelt.
