| biography:
| Jurist, born in St Peters, Mississippi, USA. He studied at West Jewell College and at Harvard, where he became a professor. A member of the Permanent Court of Arbitration at The Hague (1933–45), and a judge of the Permanent Court of International Justice (1936–46), he became chairman of the International Law Commission. He wrote and edited many books on international law, as well as the American Journal of International Law (1924–60). |
