| Spanish officer and statesman, born in Barcelona, NE Spain. He was successor to Alva as governor of The Netherlands in 1573–6. He published a general pardon (except for heretics) and abolished the Council of Blood and the ‘tenth penny’ (Alva's taxation system). Spain's policy on religion prevented him from making peace, but shortage of cash restricted his military operations. |
