| Political scientist and historian, born in Acton, Massachusetts, USA. He pioneered higher education in public administration at the University of Chicago (1920–56), himself writing a standard introductory text (1926, several times revised). As US Civil Service Commissioner (1934–7), he developed civil-service examinations and training for university graduates. His books include four volumes of history of American public administration (1948–58). |
