| Diplomat, born in McGregor, Iowa, USA. He taught political science and international law at the University of Pennsylvania (1896–1917). He became interested in Latin America and served on many committees and delegations (1907–17), and promoted the ‘good-neighbor’ policy towards Latin America. He also served as assistant secretary of the treasury (1917–19) and director-general of the Pan American Union (1920–46). |
