| Law enforcement and government official, born in Wewoka, Kansas, USA. He became a patrolman in San Jose, CA (1960) while still studying at Fresno State University (1961 BS). He earned a masters degree in sociology (San Jose University, 1964) and a doctorate in criminology (University of California, Berkeley, 1970). He established the Department of Administration of Justice at Portland State University (1968) and joined the faculty of Howard University (1972). By 1975 he was back in Portland as sheriff of Multnomah County. A proponent of foot patrols and community policing, he served as Atlanta's public safety commissioner (1978–82), police chief of Houston (1982–90), and as New York City police commissioner (1990–2). Among his many articles, he co-wrote Police and Society: An Environment for Collaboration and Confrontation. In 1993 President Clinton made him Director of the Office of Drug Control Policy, a cabinet-level position. He later returned to Houston, TX and in 1998 was elected the first African-American mayor of the city. |
